As a Port Authority Police Officer you will be involved in the protection of some of the busiest and most important transportation facilities in the New York-New Jersey region.

These include the region's airports-Kennedy, LaGuardia, Newark Liberty and Teterboro; bistate bridges and tunnels-the George Washington, Goethals, and Bayonne bridges, the Outerbridge Crossing and the Lincoln and Holland tunnels; the PATH rail system; the Port Authority Bus Terminal and George Washington Bridge Bus Station; and the region's seaport general cargo facilities. The agency also owns The World Trade Center and is building key infrastructure at the site, including the World Trade Center Transportation Hub, 1 World Trade Center (the "Freedom Tower"), a retail complex, and the WTC Memorial and Museum.

The Port Authority's facilities handle more than 430 million customers every year; more than a million people and thousands of tons of high-value cargo move through the Port Authority's facilities each day. This level of activity requires a specialized, highly trained police force to ensure the safety and security of our customers and these vital systems. The Port Authority Police have a unique mission: they protect a region and have law enforcement jurisdiction in two states. Their focus is transportation security unlike that of any other police force in the country. As a result, the duties of the Port Authority Police include criminal investigation, aircraft rescue and fire fighting, emergency response, anti-terrorism, K-9 security patrol, commercial vehicle inspections and directed security patrols.

This information, below, details the requirements for enrolling in the 2007 Police Officer Evaluation and how to apply for the written test.


Police Officer Evaluation

The Port Authority of New York and New Jersey is conducting an evaluation to establish a roster of test-qualified applicants for the position of Police Officer. Appointment to the position of Police Officer is made from those applicants who successfully complete all evaluation components and successfully complete all requirements of the Port Authority Police Academy Training Program.


Application Period: September 10, 2007, to midnight Eastern Daylight Time October 5, 2007

Application Fee: $75.00 Non-Refundable

Starting Salary: $32,361

Salary After Completing Five Years of Service: $83,141 (based on the current contract)

Applications for The Port Authority Police Officer Evaluation will be accepted online, only.

Assignment Description

Applicants who successfully complete all of the evaluation components and the Police Academy Training Program are subject to a one (1) year probationary period as Police Officers and may be assigned to any of the Port Authority facilities including, but not limited to: Holland and Lincoln tunnels; Bayonne and Goethals bridges; George Washington Bridge and Bus Station; Outerbridge Crossing; Kennedy, Newark Liberty, LaGuardia and Teterboro airports; Port Authority Bus Terminal; Port Authority Trans-Hudson Corporation (PATH); NY and NJ Marine Terminals and The World Trade Center site. Upon successful completion of the probationary year, Police Officers may be assigned to any of the above listed facilities according to operational needs.

Assignments include working nights, weekends and holidays on rotating shifts.

Typical Responsibilities

In general, Police Officers patrol assigned posts or areas on foot or in an automobile, in uniform or in plainclothes, to ensure the security of Port Authority facilities; operate emergency equipment and respond to alerts at airports and other facilities; fight fires, administer first-aid and take other related actions as needed in emergencies; observe the flow of vehicular traffic and take appropriate action to prevent or clear stoppages and prevent violations of traffic regulations; direct the movement of vehicular and pedestrian traffic at or in the vicinity of a facility; enforce traffic regulations; issue summonses, and issue charges against violators of municipal and state statutes, and give testimony as required. Police Officers perform other related duties as assigned.

Police Officers work outdoors in all kinds of weather; walk and/or stand in an assigned post during a tour; drive or sit in a patrol car during a tour while remaining alert; run after fleeing suspects; climb up and down stairs; carry injured persons with assistance; restrain persons to prevent escape; effectively utilize police equipment such as, but not limited to, handcuffs, batons, and self-contained breathing apparatus; may be physically active for prolonged periods of time; must understand verbal communication over the radio with background noise; read and write under low light conditions; carry or wear heavy equipment and/or bulletproof vest.

Minimum Requirements To Participate

To be admitted into this evaluation you must meet all of the following requirements. Failure to meet and provide appropriate documentation that demonstrates fulfillment of these requirements will result in your disqualification from the Police Officer Evaluation.

AGE: Candidates must be at least 21 years of age by November 1, 2007 and not have attained their 35th birthday at the time of appointment to the Police Academy Training Program.

EDUCATION: In order to take the written test, you must have at least a high school diploma or a GED. Further, if you pass the written test and you are invited to continue the screening process, you must have completed either of the following in order to continue in the evaluation:

  1. A minimum of 60 college credits from an accredited college or university; or
  2. An honorable discharge from the United States Military after serving a minimum of two full years of continuous active duty.

Failure to provide proof that you have satisfied either the college education or military service requirement by the date an invitation is made to you to continue in the screening process beyond the written test will result in your disqualification from any further consideration as a Police Officer Candidate.

CITIZENSHIP: Candidates must be citizens of the United States at the time of appointment to the Police Academy Training Program.

RESIDENCY: Candidates must be residents of the State of New York or the State of New Jersey at the time of the appointment to the Police Academy Training Program.

DRIVER'S LICENSE: Candidates must possess a valid New York or New Jersey driver's license at the time of appointment to the Police Academy Training Program.

Notification

Your invitation to the written examination will be sent to the e-mail address you provide in your application. If you don't provide an e-mail address we will send your invitation to the written examination by U.S. mail to your mailing address. Subsequent communications, schedules and invitations will be sent to your mailing address. If your mailing address changes, it is your responsibility to notify the Port Authority in writing by sending correspondence to: Port Authority Police Project, Human Resources Department, 10th floor, 225 Park Avenue South, New York, New York, 10003. Failure to respond to correspondence or to attend appointments as scheduled will result in the removal of your name from the applicant pool. Correspondence that is undeliverable because of an applicant's failure to provide a correct and up-to-date mailing address will result in the removal of the applicant's name from the applicant pool.

Police Officer Selection Process

The evaluation process consists of a written examination, a background investigation, a medical examination, laboratory tests, a psychological evaluation (including written test and interviews) and other components as may be deemed necessary.

Only those candidates who successfully complete all the evaluation components will be considered for appointment to the Police Academy Training Program. Only those candidates who successfully complete the academic, physical and other Police Academy requirements will be considered for appointment to the position of Port Authority Police Officer.

WRITTEN EXAMINATION: A written examination will be given which may include, but is not limited to the following: deductive and inductive reasoning; information ordering; problem sensitivity; memorization; spatial orientation; visualization; English language use; writing comprehension; mathematical reasoning and number facility.

BACKGROUND INVESTIGATION: A comprehensive background investigation will include, but is not limited to: a review of the candidate's academic, employment, and entire personal history including employment records, and a fingerprint check with appropriate law enforcement agencies. Candidates must demonstrate that they are of good moral character. Any felony conviction is grounds for automatic disqualification. Candidates must not have a history of criminal or improper conduct or a history of poor employment (including performance and absence), credit rating, military or driving records, which would affect suitability for The Port Authority of NY & NJ law enforcement work. Candidates will be required to sign appropriate authorizations and waivers that will permit full investigation and complete disclosure of personal history information. Candidates who do not report their complete background record may be disqualified.

MEDICAL EXAMINATION: Candidates must meet the medical and physical standards established by the Port Authority Office of Medical Services including:

BODY MASS INDEX (BMI): Candidates with a BMI of 30 or greater will be referred for further testing to evaluate cardiovascular endurance because a BMI at this level is considered a health risk indicator.

HEARING: Candidates must not have an average hearing loss in the better ear greater than 40 decibels at 500 Hz, 1,000 Hz, and 2,000 Hz without a hearing aid for effective audio surveillance and communication.

VISION: Candidates must have uncorrected vision, of no less than 20/100 in each eye with corrected vision of no less than 20/40 in each eye for effective visual surveillance and correct identification of surrounding environment. Candidates must not have moderate or strong impairment of depth or color perception.

Candidates will be required to pass a comprehensive medical examination, which includes laboratory testing and a psychological evaluation (including written tests and interviews). Candidates will be required to disclose their complete medical history and other appropriate information. Those who fail to do so may be disqualified.

The medical evaluation will be conducted to determine the candidate's ability to perform the essential job functions of the position unassisted, and at a pace and level of performance consistent with the actual job performance requirements.

Any medical condition will be evaluated on a case-by-case basis to determine if it will interfere with the candidate's ability to perform the essential functions of a Port Authority Police Officer.

You should expect to spend an entire day at the psychological written test and at least a full day for the medical information and psychological interview. A complete history of medical information and documentation will be required along with a comprehensive physical examination. The psychological evaluation process will include in-depth interviews, which focus on employment, personal and social history as well as honesty traits and habits to determine your suitability as a Port Authority Police Officer. Failure to cooperate with the medical process in any way, or failure to be truthful and honest will result in removal from the selection process.

Police Academy Training Program

While participating at the Police Academy, candidates will be required to meet academic, physical fitness and other standards. Only those candidates who meet the required achievement standards will graduate from the Academy and be considered for appointment to the Port Authority Police Department.

PHYSICAL FITNESS ASSESSMENT: Candidates must successfully complete a physical fitness assessment to demonstrate cardiovascular endurance, absolute strength, dynamic strength, muscular endurance and flexibility. This assessment may include, but is not limited to the following activities: running, sit-ups, push-ups, and strength tests.

Candidates must successfully complete a rigorous program of field training and academic instruction and pass examinations to demonstrate proficiency in order to complete the Academy.

ALL required information must be fully completed and submitted along with the non-refundable application fee of $75.00. Failure to complete the application in full or to pay the fee may result in your application being excluded from this evaluation.

Resumes, letters of interest, or the general Port Authority and PATH employment applications will not be accepted for this evaluation.

Qualified recipients of Aid to Families with Dependent Children, SSI or General Assistance will be exempt from the fee, but only if proof is provided, as listed below. Forms of Proof Accepted for Fee Waiver

General Assistance - a copy of your Benefit ID card or a letter from the local welfare caseworker.

A.F.D.C. - a copy of your ID card that shows your case number.

S.S.I. - a copy of your latest annual award letter or Medicaid card.

Evaluation Information

Applicants who meet the minimum eligibility requirements will be invited to participate in a "written test" session on a date to be announced in the near future, currently projected to be November 2007.

The 2007 written examination will result in a pool of candidates who pass the examination and are "written test qualified." The Port Authority of NY & NJ will draw candidates from the 2007 "written test qualified" applicant pool, as needed, to participate in the other aspects of screening identified in this announcement.
